    Senator Blair moved to amend the committee amendment on page eight, section four, by striking out all of subsection (h) and inserting in lieu thereof a new subsection, designated subsection (h), to read as follows:

    (h) Each license shall be denoted by an endorsement on the drivers license of the licensee. The Commissioner of the Department of Motor Vehicles shall develop a process whereby the licensee can obtain an alphanumeric endorsement on his or her drivers license, or, in cases where a licensee does not have a West Virginia drivers license, obtain from the Department of Motor Vehicles a similarly sized license card denoting the license.
